Geneva State Forest Bridge Replacements

FOR BIDS
Sealed Bids for the construction of the Geneva State Forest Bridge Replacements will be received by the Alabama Forestry Commission at 513 Madison Ave, Montgomery, AL 36104 until 1:00 PM local time on June 30, at which time the Bids received will be publicly opened and read. The Project consists of removing three timber bridge structures and constructing new low water crossings with corrugated metal pipe and reinforced concrete pavement. Bids will be received for a single prime Contract. Bids shall be on a Lump Sum basis, with additive alternate bid items as indicated in the Proposal Form. A cashier’s check or bid bond payable to the Alabama Forestry Commission in an amount not less than five (5) percent of the amount bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and Payment Bonds and evidence of insurance specified in the bid documents will be required at the signing of the contract.Bidding Documents may be obtained from Thompson Engineering, 7101 US Highway 90, Suite 101, Daphne, AL 36526, for a non-refundable fee of $200.00 or by email by contacting Charles Weber at [email protected] or 251-752-2073. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Prospective Bidders may examine the Bidding Documents at this office Monday through Thursday between the hours of 8:00 AM and 4:00 PM.A non-mandatory pre-bid conference will be held at 10:00 AM local time on June 16 at 1119 Forest Area Rd, Kinston, AL 36453. Prospective bidders, subcontractors and vendors are strongly encouraged to attend. Bidders shall submit proof of qualifications to perform the Work and bid security in accordance with and as described in the Instructions to Bidders.Bids submitted shall be sealed and include the project name marked on the outside of the envelope. Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. Issuance of a contract or subcontract for this project is conditioned upon the acceptance by the contractor of the current Davis-Bacon Act Wage Rate Determination for Geneva County. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgement, the best interests of the Owner will thereby be promoted.

NOTICE IS HEREBY GIVEN that Geneva County, Alabama, will receive sealed bids until 5:00 p.m. on Thursday, July 9, 2026, at the Geneva County Commission Office, Geneva County Courthouse, Geneva, Alabama, which bids will be publicly opened and read at the Geneva County Commission meeting on Monday, July 13, 2026 to supply and install Priefert livestock panels, to be install at the Farm Center Arena, 2765 East Alabama Highway 52, Hartford, Geneva County, Alabama, adjacent to the Geneva County Farm Center, which must fulfills the following minimum specifications or the equivalent thereof:

The receiving and acceptance of bids will be subject to the conditions contained in the Public Works Law for the State of Alabama. The bid shall be submitted as a lump sum turnkey amount, including all material, including, but not limited to, the Priefert livestock panels, and labor cost.
All bids must be submitted on the Bid Sheet, which can be obtained from the Geneva County Administrator, Cindy Williams at the Geneva County Commission Office, Geneva County Courthouse, 200 North Commerce Street, Geneva, Alabama, Monday-Thursday 7:00 a.m. to 6:00 p.m. or by calling Cindy Williams, Geneva County Administrator, at 334-684-5611. Failure to do so will be considered a non responsive bid. The Bid Sheet and all required documentation shall be hand delivered or forwarded to Cindy Williams, Geneva County Commission Office Geneva County Courthouse, 200 North Commerce Street, Geneva, Alabama 36340, or mailed to the Cindy Williams, Geneva County Commission, P.O. Box 430, Geneva, Alabama 36340, in a sealed envelope marked in the upper left hand corner with the name and address of the bidder, the day and hour of opening and addressed to the «Chairman, Geneva County Commission-Installation of Livestock Panels». Facsimiles, e-mails, and oral bids will not be accepted. Bids submitted by express/overnight services must be in a separate inner envelope or package sealed and identified as stated above. Bids that are prematurely opened due to failure of bidder to appropriately mark the package will not be considered. All bids must be received in the Geneva County Commission Office by 5:00 p.m. Thursday, July 9, 2026. Bids received after this deadline will not be considered and will be returned unopened.
The completed Bid Sheet should be placed in front of and separated from all other documents included in the bid packet, such that it will be the first document viewed upon opening the bid packet. Consistent with Alabama law, the following forms are also required as part of the bid package:
– Bidder must provide a copy of the CERTIFICATE OF COMPLIANCE WITH ACT 2016- 312.
– Bidder must provide a copy of its Beason-Hammon Certificate and a copy of E-Verify MOU entered into with the Department of Homeland Security. The Beason-Hammon Certificate of Compliance is available online at https://www.alabamaag.gov/forms.
– Bidder must provide a copy of W-9. A W-9 Form is available online at
https://www.irs.gov/pub/irs-pdf/fw9.pdf.
Bidders are encouraged to visit the site of installation and can visit the site of the installation by calling Cindy Williams, Geneva County Administrator, at 334-684-5611 and scheduling a time to visit the site.
All bids must contain written proof of commercial general liability insurance coverage in the amount of at least $1,000,000.00 each occurrence and $2,000,000.00 aggregate, automobile liability insurance coverage in the amount of at least $1,000,000.00 combined single limit, umbrella liability insurance coverage in the amount of at least $2,000,000.00 each occurrence and aggregate, and workers compensation insurance coverage bodily injury by accident in the amount of at least $1,000,000.00 each accident and bodily injury by Disease in the amount of at least $1,000,000.00 each employee. Failure to do so will be considered a non responsive bid.
The successful bidder must enter into a written agreement on the form attached to the bid Specification and furnish a performance bond, acceptable to the county, in an amount equal to the total amount of the contract. This bond shall serve not only to guarantee the completion of the work, but also guarantee the excellence of both workmanship and materials until the work is finally accepted. The successful bidder must also furnish a payment bond, acceptable to the county, in an amount equal to 50% of the total amount of the contract. Also the successful bidder must furnish written proof of builders risk insurance coverage in the amount of the project contract amount.
The bidder should be a general contractor licensed by the State of Alabama. Bids will not be considered unless (in accordance with Section 34-8-8, Code of Alabama, 1975, as amended, a copy of which is attached to the bid Specifications) the contractor shows evidence of possessing a general contractors license. Evidence of being licensed shall be satisfied by the inclusion/submission of a copy of the bidder’s current license certificate as issued by the State Licensing Board for General Contractors into/with the bid. Also, all bidders are required to include the contractor current general contractor’s license number on the bid. Any bid not containing the license number of the general contractor will be considered a non responsive bid.
The right is reserved, as the interest of Geneva County may require, to reject any and all bids as provided under the terms and conditions of the Public Works Law and to waive any informality in bids received.
A bid bond or a cashier’s check (drawn on an Alabama Bank) for five percent (5%) of the bid amount, maximum of $10,000.00 must be submitted by each bidder.
